This is a 5.9 to me- lots of hard work that I can see but you need to do a few key washes and inks to bring out the depth of the figure.

Strictly RaF, but good color eye. A simple design or transfer on the banner would round the overall effect. Are those craft paints?

Needs more shading and lining. Paint could be smoother; try buffing the model with a wire brush before priming.
