This is a converted plastic Space Marine commander. Additions include a green stuff beard, a green stuff skin/face on one shoulder pad, a necron flayed one's claw for a lightning claw, a tyranid spike, and of course an appropriate mix of Space Marine and Chaos Marine bits.
Fun freehand on the back, all the unholy souls screamin' for release or something. I dunno why Chaos Marines like that sort of thing... Not sure I'd want a dozen screaming souls following me around when shopping. Actually... Actually that would be VERY COOL. Especially if they were all screamin', "Give this man a discouuuuunt... an UNHOLY discouuuuuunt...and free DVDs. Oo, and maybe some Pocky."
Otherwise, a tiny bit of a John Blanche influence going on with this one.

I can see the Blanche come through on this one. fantastic bit of sculpting there and the freehand ads a great touch! Like the Evil rakeing claw too...good choice. Nice
