I'd been using superglue for microballoon snow on bases. For this mini, on recommendation of some modellers, I tried brush-on matte sealer (Vallejo or Reaper). Apply sealer, sprinkle snow. Blow off excess, or flow a top coat of sealer over that layer and apply more snow. It was easier to control than either superglue or diluted white glue in the crevices of the rocks and on her shoes. Kept a nice transparency, too, that doesn't show up well in the picture.
