Snow effects done with a mix of sand, baking soda, GW Skull White (and tiny bit of GW Ice Blue). This mix was slushed over small shards of rounded craft glass. The finer "dusting" of snow was a Tamiya snow weathering stick.
Now he's walkin' in a winter wonderland... and buildin' snowmen... FOR THE EMPEROR.
