Actully Allister does not says that he is wrong.

For me brow raising is stats of Stag, Mummer etc. Targaryen is just unit in 4+ armor. And its attach is clearly balanced for 3 pts.

There is no strict definition in rules of what is keyword and what is not.
Name of unit can be keyword for some cards

You cannot make 2" move if you don't shoot.

Because you cannot have Affilation to Faction (at least yet).

You should not compare army in only one meta (your club)

In complex game units balanced and tested as whole.
