Probably Reaper Miniatures but without a picture, it's just an educated guess.

Looks like an elaborate space marine conversion, you sure it's not a one off?

It appears to be a gnome or dwarf or something carrying a little catapult. The base has "G02" on the bottom, if that helps.

they were made by Masquerade miniatures as part of the Halloween CUTIES figures (7 different ones) in 2009 or 2010. Sadly not available more.

This is an old Clan War figure Kyoso no Oni

Valiant bought the rights to the Clan War line and still has it in production.
