Need help with conversion idea

Okay, I am a hobbyist that does Warhammer 40,000, Lately I have been playing Valkyria Chronicles for the PS3, And I want to do an Imperial Guard army based on it, Now the problem is the kit involves alot of generic food men bodies and heads with helmets, I want them to look like their counterparts (even though every 1 in 5 to about 1-10 will be duplicates is fine). This requires me to acquire heads from another miniature game system and i am not familiar with any others but Games Workshop, anyone have any ideas in places to look, ill put some images up to explain things a bit more (also maybe waists/legs bitz with armored skirts, etc like that which would be appropriate with the image). I appreciate any Idea's and Suggestions anyone may have.

Faces dont have to be anime style, I would be happy with faces that you get normally, Just you know with hair and such, etc. For both genders.
