So they're scared and neutral so will attack anybody in range as they are sick of their town being attacked by both sides, maybe they get one dice against all units up to three armour as they've scavenged various weapons, but a dice roll before hand tells you how many attempts they get each turn, designated by the opponent player.
So they move by deviation each turn, shooting after the player has. So basically they are a 'shared unit' between the players, alternating control of firing each turn.
This could really shake up the game.
As Ted has stated there will be armour valued houses in western front, maybe on destruction, a building that is uninhabited by either players units spawns one of these mobs?
