Suppose Alester Florent, Lord of Brightwater, claims the crown zone and the Barathian player plays Stannis Baratheon's, the Rightful Heir, tactic card Will of the One True King to replace the crown zone's effect. Then Florent uses his Shifting Loyalties ability to move to a different unclaimed zone. Several turns later that round, Shrya Errol, Lady of Haystack Hall, claims the now unclaimed crown zone. Does she resolve the printed effect of the zone, to force a combat unit to make a panic test, or the replaced effect, to put three condition tokens on combat units?

The former. Will of the One True King (and other zone replacement cards, for that matter) isn't changing the innate nature of the zone, just the effect that occurs when it was claimed.
