    Question is when do you check ability game state?

    For example...

    Loras is attacking a unit with Jamie Lannister in it. Loras uses Expert Duelist and removes Jamie. Does his unit still benefit from his abilities? (-1 to hit and hits you back) Or are they removed before the actual attack?

    Expert duelist applies before rolling attack dice. So at the moment of rolling dice, Jaime gone the disrupt ability doesn't exist anymore and doesn't affect the dice roll.

    This entirely depends on when the Ability/effect in question resolves. In the example cited, Expert Duelist is triggered and resolved before rolling Attack Dice. Beyond that step (assuming it was successful), there is no Jaime/source of Counterstrike.
