I don't even know from where he comes, but he ain't from Games Workshop. I painted it a long time ago, and did some refresh work last week.... I really like his look : )
It's a RAFM, from their old science fiction line, from about 1988 to 1992 or so.
This was an interesting time, and a lot of good science fiction sculpts came out of this era. The old guard in the 25mm era (Ral Partha, Grenadier, RAFM) were retooling to compete in the Citadel/GW 28mm standard that was replacing it. That's when you got these ranges like Space Knight, Space Khan, Ion Age, Kry-o-Mek, Future Warriors, and a lot I probably don't remember anymore, coming up with their own versions of space marines in power armor, terminators, tyranid-type Geiger beasties, space orcs, mutants and others.
Some of these ranges had their own rulesets, but most of these ranges were created to compete favorably with what Citadel was churning out for Warhammer 40,000 Rogue Trader. And the overall quality of the designs and sculpts were, in my opinion, far better than anything Citadel could do. Compare this RAFM Reaction Marine to a Citadel Space Marine of the same era, and the difference in quality is clear.
GW's response to this was WH40K second edition, which put an end to the ability for a player to incorporate these kinds of models into any legal army list, and used its market dominance to crush the old guard under its boot. That's when gaming changed from a fraternal community of well respected collaborators who supported each other, to ruthless competitors who used cease and desist letters and prohibitive rule structures to earn profit at any cost.
