Hi templar Child. Actually, sometime after the original Codex: Armageddon came out, White Dwarf published a Chapter Approved article which allowed all Space Marine Chapters to have an Emperors Champion using the EC rules from Codex: Armageddon.
It is only with the latest BT Codex release and the new SM Codex that EC's are once again restricted to the BT and associated Chapters.
