My main tip: Use much darker blue. At least as dark as Ultramarines blue or Enchanted blue if you're using GW colours. ( that dark). It just looks a little odd being all light like that. You neglected to paint a few details on the model, like the thing he's holding, the "eyes" and the hoofs; these things are usually painted to be more noticeable. And finally I think the gun would look better if some of it was dark metal. I suppose: consider introducing dark grey as another colour in your scheme. You can use it on parts of the weapons, and for details like the squad leader markings you always see. (Hey, you wanted tips, right? :D Hope these are helpful)

I like the color scheme you've chosen, is it a GW official one, or something you designed? The yellow details set it off nicely. To get a higher mark I'd say the red needs more depth and some, or at least more obvious highlights. Finishing the base would be +1 in itself. Personally I love the conrast you've got between the blue and the white, good choice : )
