it has 3 levels with ladders going to each level and in the films the lower weas moved by trolls

Think he meant.. how does the orcs move it? I'm wondering that my self... seems like a heavy thing even for an orc to move...

you move it like you move any other siege tower the tower is not conected to the base so you can use it with are without if you use it with the base you can place your minitures on it to potray them moving it
