He is pretty cute and it's a nice table top quality paintjob. He looks a little rough....

Paint job isn't so bad. The problem is the base coat. It's grainy. This is usually cause by spraying from too far or spraying too much. Typically the mini appears dusty afterwards. Just strip and restart... or if desparate, use like an old toothbrush and get the worst of it off at least.
