Actually it's not a squat at all. This is a Ratling Sniper. Ratlings were the space version of Halflings back in the rogue Trader days. One dead giveaway is the bare feet with a horde of hair. They were also part of the Imperial Guard armies and not the Squat armies if I remember correctly.
