I can't help but think he looks like a red shirt from classic Star Trek. The colour combo reminds me way too much of the classic uniforms. Putting that asside it looks like you have good brush control, your paint seems a bit thick, especially on the metals and the base is unfinished. The next step would be to add highlights and/or shadows. There are some great articles here on cmon (check the links to the left) that can help you on your way.

You painted it very clean, there are no splashes or something else. But some inks an highlightning would be very good. Try to ink the weapon and armour black and paint the details of the face better.
