There's some good and bad going on here IMO.
The good: Colour scheme and attention to detail are both sound and the bust is very nice, you've captured the no-nonsense look well.
The bad: There's no layering anywhere on this piece. So each aspect of the figure is purely the colour it is, no suggestion of light and dark i.e shading, so the figure look "flat" as a result.
Also the use of gloss (paint or varnish I'm not sure) lends the figure an artificial aspect. For the polished quirboilly of his armour and helm it would have lent an interesting contrast to what should have been the matt of the cloth of his sleeves, his feathered plume and his face.
Practice on "washes" and "dry brushing" and "blending" techniques and I think you'll see your work come alive ;)
