Gloss finish is pretty unpopular with CMON voters as it makes it hard to tell what highlights and shading has been done by the painter and what is from light reflections. Voters also like to see finished bases. This looks neatly painted and outlined with shading and I think it's a good solid paint job. I'm betting if you finished the base and gave it a spray with some matte finish and resubmitted your score would improve.
