I wanted the colors to look like that, I think it's a cool look for craftworld Eldar in general. Just think about scorpion warriors in almost mint green or firedragons in the same apricot colour as the Harlequins jacket. I think it would look really interesting and not like every ordinary Eldar Army. Well, I actually don't play Eldar, but after painting two Harequins in those colours, it just might happen, because I really had fun with those :)
The base is not really good to see in the pic, but yeah, it's basically some metal effects and not that much more. I thought it has to be a sharp contrast to the model which has no metal colours and light colours.
