It is the FW Chaplain Dreadnought. I just added some bitz and it transformed to Moriar or a simple Deathcompany Dreadnought.
He stands on an eldarbase because of the fluff. Captain Moriar perished in a battle with an Eldar Craftworld. Don't know which, maybe anyone of you?
