I think this deserves better than a 4.4. It looks like you just need to work on brush control. You can also go back and paint over and stray brush strokes to clean up the mini a bit. Highlight your red a bit more, it will make the mini stand out. Keep painting!
So much of this mini is red and the red background really doesn't help. A solid background would help the mini from getting "lost" in the picture. The face and hands look alright. Maybe look for some help from the "Discuss Submissions" section of the forums.
