Sorry, but this Mini needs more work. You seem to be capable of painting clean, but you also have to use highlights and washes. Also, his face looks like a burned piece of meat... I guess you used too thick colors here, all the details of the face are totally lost....
My tips for you, besides the ones I gave you above: Thin your colors with water! Also you should use a lighter siver, like on the bow, for the rest of the metallics as well. All the gems could look far better if you just put a stripe of dark color in the upper edge of them and a stripe of lighter color in the opposite edge. Then only a point of white in one edge, and they look far more realistic.
Also try to highlight gold with some silver, it's simple and makes it look more "shiny" :)
I think with those tips, your paintjob would improve by far!
