Unknown: from a Paint and Take at GENCon

This was done at a Paint and Take at GENCon a few years back. I'm starting to get back into the hobby. I see now a matte finish would be better for this guy. I just did simple washes and dry-brushing. I'd also like to work on the base. Comments are welcome!
