My thinking is that it's a chapter of remnants. Fragments of gene-seeds and equipment recovered from ruins and battlefields all over the galaxy. The 'Emperor's Tears'...'Imperator Lacrimatis'?. In some ways this is a rationalisation in order to paint all sorts of models in a uniform fashion (sucker for order).Or indeed to add various elements and have them represent successors of various chapters with their own rule sets.
Aside from the grey, yellow, blue and red color scheme what brings this army together? You have a space wolf champion, a blood angel apothecary, two ultramarines characters (telion and tigris) and a generic marine chaplain... I'm confused
