That's definately a 28 mm or at least to scale with 28mm, beastmen are a little larger then humans, I beleive it's a conversion using morghor gorthor and some other stuff.
Very nice, I like the use of Morghors burly upper body without all the randomness that follows him in the GW mini.

Sorry to sound dumb, I only just started painting Empire models afetr a 20 year gap.. :)
The photo is very close up, which in my view , given the quality of the image, shows how precise your detail is.
