@dennis. That's called "stippling". The skirt is right out of the AlexiZ playbook. Watch her DVD (don't pay for it though - NOT worth the money), and you'll see exactly how this technique is performed in real-time.
I think it was made similarly to the robe on the AlexiZ video (made with lotsa lotsa little points).
Besides the Robe I really like the marble like staff and the eyeshadow (even if it's not a realistic one, but it suits this model really well)
