Miniature dipping is a nice technique to give a lot of miniatures a fast shadowing and finish, I think this one has been dipped, it is for this that I am telling you this. To improve the finish you can apply matt varnish to kill those unwanted shines. You can also remove the excess of the dipping "medium" shaking the miniature, that way the effect of the dipping will be a little more subtle.
You can also try to put a background (blank paper, coloured cardboard, printed background) behind the miniature so we can appreciate it better. Keep on it and you will level up for sure!
