Look the paint work is good. I was thinking you were using a roughcoat(makes bumpy textures) on your skaven for an effect. Then the more I zoomed in , what is that powdering effect. It's either from bad primer,a textured or roughcoat primer, or your using a purity seal type varnish and that's what happens in high humidity or cold cold weather? Which is it your using.

I cannot understan this dusty effect on some of your minis, it is the third i vote and they all suffer of the same strange effect
can it be because you are using the white spray by GW?
