Gereth is correct. That configuration is legal. The twin-plasma rifles are an option right in the Broadside entry. o.o;

It actually can, you see, each twin linked weapon ocuppies one hard spot, as it has three, we have one for the twin railgun, one for the twin plasma rifles, and the last for the shield generator! Cheers
