It is not hair - his hair is covered by a tight-fitting hat. Nice work!

War Griffon - Thanks for the comments. The hair is grey which is why the goatee and moustache is grey. If you look closely, his head is covered by some sort of headpiece aside from his hat. So his hair cannot actually be seen.
