I like ragged paint jobs on miniatures that deserve them. I paint like that most of the time myself, but to me you've crossed the line between ragged and messy. The green garment is nice and the flesh on the arm looks horrifically burned and inflamed, so this mini has a lot going for it, but at the end of the day it lacks some definition of character, especially in the head which is generally the focal point for a mini. So, to my mind it's flawed, but wouldn't take a great deal of effort to make it startlingly good.
I'd like to rate this higher, but the blurry picture makes it hard. The best part appears to be the metal backpack, which has a nice dirty 'heft' to it. The skirt looks as though you've washed it too heavily and not re-highlighted over the top.
