It was made to be "Grity and grimey" over the blue... this was one of my earlier models before i developed better drybrushing techniques to do worn armor
My first thought was "the blue is a bit of a sloppy paint job". My second thgouht was "this is exactly the kind of sloppy paint job an Orc wold do on their armor if he has other things on his mind than looking good on the battlefield" - so actually I think this is a very characterful, fun way to do a "realistic" paintjob on such a model. I love it.
