If you're talking about the robe: Not on purpose ;) I'm still struggling on gradients and the right amount diluting the paint.
That was a great idea. using bits to decorate bases is always nice.. you empty space and make a nice base! ^^
I think that your painting is still a bit rough on some areas (unless you were trying to do it on purpose). I would dilute the paint a little bit more to get a nicer and smoother effect.
Keep painting and improving ;)
