I do not understand the 7.6 either, giving 10 to make it even.
Transitions, NMM are perfect, maybe the weathering on the bottom of the shield pulls it down.
Seems that the freehands are not appreciated, pictures from more angle would be appreciated.
Everyone seems to be painting these guys. This is the first one I've genuinely liked, and I like it a lot. I'll hold off on a 10, since I'm super confused by the dragon (these stormcast guys seem utterly joyless to me, and that's a fun little pet dragon) and the ornaments (hair on helmet, banner) seem a little too close to overall the palette to actually serve as decoration. The picture is a bit fuzzy and I'd like other views, too. As far as execution goes, you're spot on!
