Your technique looks pretty good, but all the washes and the shiny finish really detract from the look of him by breaking 'realism' and washing all the colors out so they look like a 1930s toy. For you next piece I would recommend trying layer shading, perhaps more vibrant coloring, a bit of blacklining, and a matte finish. Good job though. Also I like the grass patch on the base, the small grass I mean.
Nice return to painting! It looks like you have used a lot of washes to get your shading. You may want to try a layer technique to get smoother skin. I would also advise a matt varnish, as that would get you a better vote.
