You seem to have pretty good brush control, and I like your color selection. The biggest issue here is that the paints look like they're applied far too thickly, resulting in the chalky look. Thin your paints down, and try to get a smoother coverage.

brush work looks pretty accurate but you've gotta thin your paints to get your work to look smooth. I can't tell if there are really any highlights on this figure at all.... Except it looks as though you washed the skin down with ink which makes her look like she's got a skin disease. Paint over your ink washes unless they are super thin.
