WYSIWYG rules for units say that the majority of models in a unit must be WYSIWYG, so if you want a beastherd with the gors armed with two hand weapons, and you have, say, 10 gors, it is entirely okay if you give 3 of them a shield.
And as that elbow looks really awkward without one, I suggest adding a shield. This will also give you the opportunity to add a different colour to this otherwise quite monotonous miniature.
