I agree with theeo123. This is a good, solid foundation. The general principles you've used are good - your shading and highlighting is for the most part where it should be, and gives the model a lot more three dimensionality. All you need to do now is to practice smoothing out the transitions of dark -> light areas of the model. You might go as high as white on the cloak, but just in the very center of the fold, for example. Also your base looks good, suits the figure nicely.
overall it';s ok, I think the highlights are a bit to heavy
perhap clean the brush better if your drybrushing, or jsut in generla thin the paint more before highlighting
otherwise, I like the choice of colours, the general blending work is really good, and the base is very nicely done
