I agree it's a little chalky and thick but there is some good technique hidden in here in drubs and drabs it actually looks decent tabletop . So here is what you try. First iff thin the paints and weather it be base color highlight or shadow apply in thinned layers. Look up an article in REAPERS site entitle " the craft; the art of thinning paint" it will walk you through it. Keep on practicing and never quit this piece is far from bad it's very tasty actually. I don't think it's too bad, but it is on the sloppy side. Your picture didn't help, as it's in way close. Zoom out so the figure is half this size, and some of the less clean details will look cleaner.
There are things on it that are good, like the boots and the base, and the dress lower portion.
The eyes are too sloppy, and need retouch with more white to make the eyes more realistic.
