Having worn clothes like this, I would bet the drooping sleeves are supposed to be a part of the tunic which you have painted red, and not the cloak which you have painted blue. Since you've painted the undersleeve red, it looks like he's got big blue tubes around his arms for no good reason.
it looks like the face and hair/beard could use a lighter touch with teh drybrushing.
the blending on teh tunic looks like your getting the hang of it, though the lower sections look a litl inconsistently blotchy. i'm guessing the glare there is from scanning this? (or flash photo?) if not, then i'd say its out of place on fabric. the blending on the cloak however is very nice! though it looks like you didnt match the technique on the front portions..any reason why?
keep it up! (i'm only dropping it to a 5 for the face/hair/staff, which really detract from it an otherwise quite nice beginning)
