This is clearly a 5 - 5.5 model. The basic colours are neatly applied and there is some highlighting present to.
I think some more highlighting and some more work on your bases and you will get better scores.
Try using N scale railway ballast for your basing medium with a base of Dark Angels green and a Dry brush of Snot Green and then Scorpion Green, you will get reasonable results fairly quickly.
What! a 3? Come on now, It clearly has 3 colors. (good start) The paint job it self looks very clean. (needs some shading) The bases them self need to be work on, but all in all they are table top quality. I've seen worse then this being played proudly.(dont feel bad, I need to work on my bases too :))
