you have the right colors and shades for the highlights, but the tecnique does not efectivly give the depth you want. I am assuming you dry brushed? Dry brushing is a good tecnique but it should not be used for some things. For chain mail, or maybe a fur coat, or texturing gravel drybrushing works well, but when you get down to highlighting a face or cloak, it does not produce a smooth enough transition and as result it looks like you did it fast without putting much thought into it. I would suggest that you thin down your paint and just apply it to the high points of the model, or points that would be lit well in relation to the sun, torch, or whatever your light sorce is IE the nose, brow and cheek bones of a face would be hit with sun light from above. Also make sure you keep your paints thin, if you need them to be thick to show the right shade of color, maybe you should concider using a white primer. That should allow you to use very thin coats of paint. And 1 last thing, for the eyes, you need to add a pupil if you want them to be blue, i normaly dont even give eyes color just a pupil. What also might help is painting brown or black where you want the eyes to be then painting the eyes over that, that way you get a bit of an outline. Now i hope that helped, keep working at it and you will get it right.
