When you prime your minis, you are using spray primer? The surface of your mini has a bumpy look that makes me think that you primed it on a day that was pretty humid. You may want to only prime when its dry out, or use watered down paint as primer.
You need to thin your paints and make them much smoother. This is a model that needs to have careful attention paid to the detail as it's rather plain in design. Therefore any flaws stand out. The cloak doesn't quite work as a colour choce as you've gone froma dark blue-viloet into a pure blue hignlight without mixed mid tone. :)
