the amount of logos is perfect. Most chapters are proud of their colours. So they would deck themselve out in them. Its like telling an Iron hand marine he has too many cybernetics.

I don't know how it's called, it's some foam-plastic sold in sheets, 1 or 3mm thick, I think painters use it for something like a surface to paint on or something (though it doesn't like paint any more than any other plastic).
