I think I know what you're trying to do here. The drybrushing on the entire figure gives the whole model a very subdued, dirty look, perfect for capturing the idea of what a sniper is supposed to be. I think this fig would be tremendously from one "clean" area (I'd suggest the exposed shoulder pad; it took courage to drybrush over a hand painted chapter symbol, but show off that effort!) to show that the rest was done intentionally.
