I agree with RHyrneson. The articles on this (and many other sites) really are invaluable. For me the face is the focal point on most models. I would suggest thinning your paints down as it looks like the detail of the sculpt is lost under layers of paint. I also would not get so worried about comments. The simple truth is there are so many figures posted it is impossable to comment on all. Look to the forums. Post figures on the Work In Progress and you will get comments to improve as you paint.
You have done well in your color selection. The ones you have chose comliment each other well.
I think you need to keep working on basic techniques, washes, highlighting, and baseing. Articles on CMoN or several recent magizines can help you with suggestions if you need them.
It looks like you have clean brush work, so you may want to start thinning your paint down a bit more (make sure you use quality paint like Valleho or Reaper to avoid excess pigment dilution) and painting more coats.
Last, while its not something to do with your painting skill, photography is part of displaying figs, so we need to address that. Your background you chose would work for about 70% of figs, but not this one. Blue on blue is bad. Try a cream or grey or pastel green. Also, run your image through Photoshop (any of them) and tighten your levels & colors up. Write me if you don't know how to do that or read on it here on CMoN.

It has come to my attention that many of my friend's and mine minature are rated poorly with little to no votes, some of my minatures have been given no comments.
