He certainly looks dirty and poor, which I mean as a good thing. I've seen a few too many brightly clothed beggars. Might want to take a file to those seams on other minis. A simple emery board works well enough, and is dirt cheap. The base is somewhat lacking in... substance, and looks like you handled it quite a bit while painting the mini. Normally, I'd commend about that shading around his eyes, but I'm more inclined to think it's dirt, not shadows.
