Bears activate twice??

Got a local player, very good, loves to find the optimal ways to work thru subpar lists and come out on top of everyone; pretty fair, but there's a question now re: Skinchangers, Bears, & Thenns* (guess it doesn't matter what is attached to)...

Do Skinchangers' bears activate in the normal sense of a unit/ tray thing? They deploy, and Attack, as per the rules everyone sees; however, the player believes the Bear also gets its own activation during the same Round it was deployed, and may therefore Attack again, if not killed before end of Round.
