Flame jobs of this sort aren't actually terribly hard technically: in a nutshell it's done using layering and glazing, which might be about what you'd expect if you try to figure out how it's done for yourself. From looking at automotive stuff over the years the main difficulty seems to be in getting the conceptual side of it down - getting it straight in your head before you begin. Studying lots of examples is the obvious place to start and it is probably the commonest piece of advice. Then practice on a few scrap minis (or anything really, long as you're working in the same way it shouldn't matter too much if it's on a flat piece of plastic card).

Heard of Mike Lavallee? He's the grandmaster of awesome flames in auto circles. His site is Killer Paint.

His advice is to start by studying how real flames look, really studying, which is easier than ever now that we can do image searches online. There are plenty of good photos of flames against a black background that would make for great reference material.

Then study top-drawer automotive stuff for inspiration on how to stylise it and make it look cool. If you want to see additional examples of Lavallee's style of flames search for true fire; plenty of images to find.

I'm sure there are a bunch of how-tos on this out there, which although they'd be geared to airbrushing would be easy enough to adapt to brushpainting at mini scales. Also plenty of vids on YouTube (and elsewhere) covering the same basic thing.
